About this transparency report
Dailymotion is a visual conversation in motion, based on a unique algorithm designed to broaden users’ horizons. At Dailymotion we find that empathy is key to understanding alterity. Caring for each other is our driver to create a safe community. This is the reason why we work to ensure that Dailymotion is an online environment that is secure and upholds the values we stand for.
To keep our platform a safe place to exchange and share content that matters, we have created a Prohibited Content Policy which is an integral part of our Terms of Use. We rely on various systems to identify potentially harmful content, including illegal hate speech, to ensure our policies are respected. We use innovative technologies and people to help us keep our platform safe. We are also committed to being as transparent as possible on the measures we take to tackle harmful and potentially illicit content on our platform.
This transparency report provides concrete elements and figures on Dailymotion’s approach to countering illegal hate speech from January 1st to December 31st, 2025. It has been prepared in accordance with Annex 2 of the Code of Conduct+ on Countering Illegal Hate Speech Online, to which Dailymotion is a signatory.
This report complements our broader transparency obligations under Articles 15 of the European Union’s Digital Services Act (Regulation (EU) 2022/2065, the “DSA”) by providing focused information on how we address illegal hate speech on our platform, including our policies, review processes, partnerships with civil society, and participation in multi-stakeholder cooperation initiatives.
Section 1. Terms of Use addressing hate speech
Dailymotion’s approach to combating hate speech is detailed in our hateful content policy, which forms part of our broader Prohibited Content Policy which is an integral part of our Terms of Use. This policy provides clear guidelines on what content is not permitted on our platform and helps users understand our commitment to maintaining a respectful online environment.
We define hateful content as any content containing hateful behaviour or undermining human dignity, including attacks, insults, threats, or incitement to hatred, violence, or discrimination based on personal attributes real or supposed, such as: race, ethnicity, nationality, religion/faith/beliefs, caste, language, sexual orientation, sex/gender, gender identity, physical appearance, illness, disability, migratory status, and eating disorders, or more generally, fuelling hatred by instilling discriminatory ideas and beliefs in people’s mind.
Such hateful content may take the form of outrageous expression, terms of contempt, invectives, stereotyping, attempts to offend, stigmatization, dehumanization, declarations of inferiority, expressions of disgust, insults, marginalization, or provocations of hatred, violence, or discrimination against individuals or groups of individuals targeted because of their personal attributes or characteristics. It also includes content that legitimizes, trivializes, or denies the existence of genocide, war crimes, or crimes against humanity
Section 2. Review and possible removal of or disabling access to hateful content
Availability of hateful content reporting category
Dailymotion enables users to report hateful content across all European Union Member States and in all official EU languages. Our reporting mechanism is accessible to all users, including those who are not logged into the platform, ensuring that anyone who encounters hate speech can flag it for review.
Reporting path for users
The process for reporting hate speech is consistent across all access points (videos, comments and accounts) to ensure a seamless user experience. Whether accessing Dailymotion via mobile app, webapp, or browser, users can report hateful content by following the same simple steps:
- Click on the three dots “…” icon next to any video or comment
- Select the reporting option
- Choose the “hateful content” category from the available options
This unified reporting path applies regardless of whether the user is reporting content based on violations of law (Article 16 of the DSA) or our Terms and Conditions, making it straightforward for users to flag concerning content without needing to navigate different processes.
Moderation process
All user reports of hateful content are processed by human moderators from our Trust & Safety team in accordance with our Prohibited Content Policy. Our moderation approach does not distinguish between reports made on the basis of law (Article 16 DSA) and those made for Terms of Use violations, as our Prohibited Content Policy encompasses manifestly illegal content. Therefore, all actions taken on the basis of law are included in the number of restrictions taken based on our Terms of Use.
Detection, review & enforcement metrics
- Proportion of hate speech content detected by automatic detection tools of the estimated total of hate speech content found on their platform worldwide: 66%
- Number of appeals made on initial decision to remove content for hate: 3
- Number of content restored following appeal: 0
- Median time to take action on content reported as hateful by users in hours: 0
- Interaction between automation and human review in content moderation, such as information on hate speech content reviewed by humans and hate speech content reviewed solely by automated means: in 2025, 100% of content removed for infringing our hateful content policy were processed by human moderators.
Structure and training of Trust & Safety teams
Dailymotion moderation’s team is provided with various moderation tools and guidelines. Moderators receive training on Dailymotion’s policies upon their arrival and are regularly trained when guidelines are updated. Calibration meetings are also held on a weekly basis. Due to the specific and sensitive nature of their work, access to psychological support, whenever needed, is available to all moderators.
Technologies and detection tools
Dailymotion uses multiple automated systems to identify potentially harmful content and ensure policy compliance. During this reporting period, we continued to refine our existing technologies without deploying new systems.
- Keywords detection: Content containing specific keywords or phrases in titles or descriptions is automatically flagged for moderation review.
- Fingerprinting technology: We partner with Audible Magic (audio) and Institut National de l’Audiovisuel (video) to detect content matching known prohibited material. Matches are automatically removed to prevent reappearance of illicit content.
- Hash technology: Our in-house hashing system creates digital fingerprints of removed harmful content to prevent identical reuploads.
- Other detection mechanisms: We use dynamic detection mechanisms and natural language processing to identify at-risk content by analyzing text and transcripts, helping moderators prioritize and remove harmful material.
- Dedicated initiatives: A dedicated expert group investigates terrorist and violent extremist content, responding to specific events and risk indicators.
Section 3. Transparency, accountability, and monitoring
During the 2024 reporting period, Dailymotion did not receive any reports from monitoring reporters as part of the Code of Conduct+ monitoring exercise. Dailymotion remains committed to cooperating with monitoring reporters and stands ready to process any notices received through the designated reporting mechanisms in accordance with the Code of Conduct+ commitments.
Section 4. Intra-industry and multi-stakeholder cooperation to address and prevent risks of the spread of illegal hate speech
Partnerships with civil society: Dailymotion actively collaborates with civil society organizations to strengthen our approach to online safety and illegal hate speech:
- Point de Contact – In 2025, Dailymotion became a member of Point de Contact, France’s official reporting portal for illegal online content, reinforcing our commitment to tackling harmful content in cooperation with trusted partners.
- e-Enfance – Dailymotion partners with e-Enfance, a leading French organization dedicated to protecting children online, to enhance our child safety measures and policies.
Own initiative: In 2025, Dailymotion published its third edition of its mental health barometer for young people, highlighting the invisible wounds caused by social networks and contributing to broader discussions on online harms.
Annual convening: Dailymotion participated in the annual convening held in Dublin in June 2025, where we presented our reporting process for monitoring reporters and exchanged best practices with other Signatories.
Ongoing engagement: We continue to actively participate in all Code of Conduct+ initiatives, including intra-industry exchanges, structured dialogue channels, and contributions to the online knowledge hub to support the collective effort against illegal hate speech online.
Section 5. Awareness raising, online civility and counter narrative initiatives
Dailymotion’s proprietary discovery algorithm: At the heart of Dailymotion’s approach to fostering a healthy online environment is our proprietary exploration algorithm, designed to promote diversity of debate and prevent users from becoming trapped in filter bubbles. Unlike recommendation systems that reinforce existing viewpoints, our algorithm prioritizes exposure to different perspectives as a democratic imperative, helping users access a broader range of content and ideas. This approach not only enriches the user experience but also helps counter the spread of hate speech by reducing algorithmic echo chambers that can amplify extreme views.
Promoting inclusive content creation: In 2024, Dailymotion launched a call for female content creators to build a more inclusive and safer online space. This initiative reflects our commitment to fostering diversity and civility by actively promoting voices that contribute to respectful dialogue and counter hateful narratives through positive content.
